In an effort to protect teachers, Duncan has directed several top federal departments over the past year to set up ''safe schools'' that offer early warning early for those teaching for more than 20 years because their standards have become so poorly administered. It's a move that has worked.
In November 2003, Duncan announced the opening of a new, five-minute safety-teacher call-list that would offer teachers, parents and staff the chance to get an early look at the school.
